Guidelines for filling application form for Registration of Biomass and Waste to Energy Power Project :

Before applying for Registration, applicant should keep ready the following documents which will be attached with the form:-

  • In case the applicant is accompany registers under Company Act., 1956, a certified copy of the Memorandum & Article of Association of the company with inclusion of activity of generation of power from Renewable sources in its main object clause.
  • Certified copy of the registration certificate/certified copy of the partnership deed, in case applicant is a Partnership firm.
  • Certified copy of the Power of Attorney conferring powers on the person(s) who are competent to sign the application form/documents/execute the MOU/the agreement with GoR/RREC/RVPN/DISCOM.
  • Copy of PAN and GST
  • Processing fee as per clause no. 6 of “Rajasthan Biomass and Waste to Energy Policy 2023” payable to RREC, at Jaipur. A detail of online UTR No & NEFT & RTGS is to be given.
  • Copy of Annual Audited accounts for last three years and un-audited for the current running year, if available duly certified.
  • Certificate from the Chartered Account showing the "Net Worth" of the Company in prescribed format which is available on RREC website. Net-worth of the Company/Firm should be equal to or greater than @ 1 Cr/MW in case of projects under Captive use/3rd Party Sale.
  • Documentary evidence of power sale arrangements in case of direct sale to 3rd party through Open Access.

Procedure for setting up of Biomass and Waste to Energy Power Plants:-

1. Registration:-

  • First of all firm has to apply with RREC-online in the prescribed format along with requisite processing fee.

2. Registration Number:-

  • Application registration number will be given by RREC as per fulfilling the documents and also ensured the suitability of selected place (As per policy guidelines).

3. Land Availability:-

A. Govt. Land:-

  • Firm has to identify the land and application is to be given to RREC with khasra wise details for recommendation of allotment, as per prevailing revenue rules.
  • RREC will recommend to the concerned District Collector for allotment of government land.

A. Private Land:-

  • Biomass and Waste to Energy Power Producers are allowed to purchase private land. Conversion of such private land is required for setting up of the Biomass and Waste to Energy power project.

4. Power Evacuation Approval:-

  • Firm has to submit the power evacuation plan & same will be forwarded to RVPN/Discoms for approval.

5. Allocation of Water:-

  • Firm has to submit the application for availability of water.

6. In-principle clearance:-

  • RREC will issue In-principle clearance for the proposed Biomass and Waste to Energy Power Project after receiving land allotment/possession documents, approval of Power Evacuation plan and availability of water.

7. Project Security Deposits:-

  • Firm has to deposit security @1 Lac/MW within one month from the date of issue of In-principle clearance.

8. Final Approval:-

  • In-principle cleared projects are submitted before State Level Screening Committee (SLSC) for approval.

9. Power Purchase Agreement:-

  • After SLSC approval, Power Purchase Agreement (PPA) will be signed with RUVNL/Discoms.

10. Timeframe for Commissioning:-

  • Power Producer shall commission the Biomass and Waste to Energy Power Project within 36 months from the date of approval of the Project. Provided that extension in time schedule may be granted by the SLSC on case to case basis after depositing penalty amount as under
(a) For delay up to 3 months Rs. 25000.00 per MW
(b) For delay up to 6 months Rs. 50000.00 per MW
(c) For delay up to 9 months Rs. 75000.00 per MW
(d) For delay up to 15 months Rs. 100000.00 per MW
(e) For delay up to 24 months Rs. 125000.00 per MW

11. Approval U/S 68/164 from Energy Department, GoR:-

  • The Developer/ Power Producer has to apply for laying the transmission up to the GSS of RVPN/Discoms, if any, for which power evacuation approval has been granted.

12. Connectivity/Commissioning:-

  • Connectivity/Commissioning committee is formed by RUVNL on request of Developer/Power Producer which declares the project commissioned in the event of successful commissioning of the project.

13. Refund:-

  • Security Deposit is refunded on the request made by the Power Producer after successful commissioning of the project.

14. Extra:-

  • Mandate Form (attached).
